为深入贯彻习近平总书记来川视察重要讲话精神，全面落实“突出公园城市特点，把生态价值考虑进去”的重要指示，按照成都市统一安排部署，在都江堰市选取4个公园，向全球范围公开征集公园概念设计方案，招募国内外一流规划设计机构开展公园概念设计方案设计，汇聚全球智慧，助推我市早日建成国际生态旅游名城，为成都市公园城市的全面建成贡献都江堰力量。现面向全球开展概念设计方案征集活动。

柏条河郊野公园位于都江堰精华灌区都江堰市核心区范围内。根据成都市的相关要求，我市拟将都江堰精华灌区都江堰市核心区打造成为以都江堰引水工程为主题的涉农公园。以水系渠系为脉络，对都江堰精华灌区核心区（约平方公里）进行系统规划梳理和开发利用，推进生态文明建设、传承古代中国的水生态智慧、保护世界自然文化遗产、保护和彰显特色农耕文明遗产，按照历史眼光、国际视野、全球一流、成都特色、全域旅游的理念，打造成为世界级的水生态文化典范。
